Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are issued from different nations. Immense energy is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by current data. From witness perspectives, defense planes that had been scrambled to engage hostile guided weapons roared overhead – advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't strike its target this time, preventing destruction from devastation and further power outages.
Persistent Threats
Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its destination.
With pauses, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As always, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to replace in the short term.
Failed Diplomacy
The 28-point plan from Washington generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new approach from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This pattern will, no doubt, continue.
Political Considerations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. American leadership works based on a principle understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government believes that it is unfeasible to force Russia to surrender the areas that it currently occupies in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding lives and land but preventing a complete military breakdown until circumstances change in its benefit.
Current Realities
Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
